Xcel Energy EV Programs for Twin Cities Customers
Xcel Energy is the largest electric utility in the Twin Cities metro and operates some of the strongest EV programs in Twin Cities. From time-of-use rates that cut your overnight charging cost by more than half, to periodic charger rebates and commercial managed charging pilots, Xcel is where most Twin Cities EV owners should start.
If your address is served by Xcel Energy, you have access to a set of EV-specific programs that can meaningfully reduce both your installation cost and your ongoing charging expense. This page covers what Xcel currently offers, who qualifies, and how to enroll.

Frequently asked questions
Answers to the most common questions about this incentive program.
How do I know if my address is served by Xcel Energy?
Check your electric bill. Xcel Energy customers receive bills from Xcel, not from CenterPoint or a co-op. If you are unsure, enter your address on the Xcel Energy website or call Xcel at 1-800-895-4999.
Does Xcel require a specific charger brand for its programs?
The EV Accelerate At Home program uses a specific Xcel-selected charger. For the EV-TOU rate and rebate programs, Xcel maintains an approved equipment list of qualifying Level 2 chargers — mostly ENERGY STAR certified smart chargers. Check the current list before purchasing.
Can I stack the Xcel EV-TOU rate with the federal Section 30C credit?
Yes. These are entirely separate programs. The federal credit is a one-time tax filing benefit applied when you file your return. The EV-TOU rate is an ongoing rate plan that reduces your monthly electricity cost. There is no conflict between them.
